The death certificate of his twin sister indicates that she was born in Roane County. My guess is that both of them were really born in Roane County.

He appeared in the census in 1900 in Loudon County, Tennessee. Clifford H. 14 son m s w May 1886 at school TN NC NC.

He was missing from the census in 1910.
